Responsibility

Department’s Purpose:

  • The Directorate for External Technical Cooperation and Bilateral Collaboration carries out its activities with the goal of ensuring an effective institutional-level coordination of the National Bank of Moldova's (NBM) external technical cooperation activities, as well as the bilateral cooperation activities of NBM with other central banks and supervisory authorities, and other external partners.

Position Objectives:

  • The Consulting Expert of the Directorate for External Technical Cooperation and Bilateral Collaboration performs their duties in the area of external technical cooperation and bilateral collaboration, as well as carries out other tasks at the direction of the head of the Directorate for External Technical Cooperation and Bilateral Collaboration, the director of DRIIE, and/or the EC member overseeing the DRIIE activities designated according to the NBM governor's order on the assignment of NBM subdivisions.
    Main Functional Responsibilities:

    • Cooperating with external development partners to request and benefit from external technical assistance;

    • Coordinating and managing (through planning, requesting, monitoring, and assessing outcomes) all external technical assistance missions that NBM benefits from or is provided by NBM;

    • Monitoring the participation of NBM representatives in the working formations of external organizations and periodically informing the EC members about this;

    • Collaborating with other NBM subdivisions for any joint actions related to central banks and supervisory authorities from other states, including those concerning the conclusion and implementation of cooperation agreements/memorandums between NBM and these entities;

    • Ensuring the necessary measures are taken for the proper organization of meetings within NBM and associated events conducted during visits by representatives of external partners;

    • Participating in the activities of developing national socioeconomic development policy documents of the Republic of Moldova, as well as regarding the integration of the Republic of Moldova into international economic structures;

    • Ensuring the drafting and editing of protocol letters (for appointments, thanks, collaboration, condolences, etc.) to be addressed to external partners of NBM;

    • Ensuring the preparation of analyses, syntheses, speeches, presentations in Romanian, Russian or English, in connection with the participation of EC members or other NBM representatives at various meetings and forums, or other external events;

    • Fulfilling other duties and assignments at the direction of NBM's leadership.

Obligations

Minimum Mandatory Requirements:

  • A completed higher education degree in the field of economics and/or international relations, or international law. For individuals with degrees obtained abroad, qualifications (e.g., GPA, etc.) earned in the country and/or respective educational institutions should be indicated.

  • A minimum of 4 years of experience in national public administration structures or international bodies, with functions related to international relations or the coordination of communication between various entities, including in technical assistance projects (beneficiary/donor of technical assistance projects) or in managing technical assistance projects;

  • Knowledge of the specific activities of international financial institutions and other international organizations that intersect with the duties of BNM;

  • Understanding of the basic particularities of the European integration process;

  • Knowledge of specifics related to the coordination of external technical assistance provided by the donor community, especially the nuances associated with:
    - (i) identification/planning of technical assistance needs, taking into account the BNM's priority objectives;
    - (ii) initiating/conducting dialogue with development partners to obtain external technical assistance for BNM;
    - (iii) implementing, monitoring, and evaluating external technical assistance projects and programs;

  • Knowledge of the legal provisions concerning the National Bank of Moldova, regarding the activities of the regulated, licensed, and supervised entities by BNM, regarding foreign exchange regulations, etc., necessary for the successful accomplishment of the position's duties;

  • Knowledge of the main duties of the principal public authorities (institutions) of the Republic of Moldova (especially those with economic and financial profiles);

  • Computer skills at the user level and advanced knowledge of MS Word, Excel, and Power Point applications;

  • Linguistic skills: knowledge of Romanian, Russian, and English with fluent speaking ability;

  • Competencies: integrity, responsibility, professionalism, teamwork, results orientation, credibility, problem-solving ability, perseverance, continuous learning and development;

  • Other skills and attitudes:
    - the candidate must possess analysis and decision-making abilities, flexibility, problem-solving capacity, the ability to prioritize and manage multiple tasks simultaneously;
    - team spirit and initiative, orderly and analytical thinking, attention to detail, tact and skill in working with people, perseverance, resistance to effort and stress;
    - listening capacity and analytical spirit, the ability to rapidly switch to various professional issues - very good development;
