The purpose of the vacant public function, according to the job description:

Contributing to the evaluation of the efficiency and effectiveness of the managerial internal control system through the realization

of internal audit activities over the processes in the operational systems: the record of payers and insured persons,

the record of state social insurance contributions, as well as the establishment, granting, and recording of the payment

of social benefits.

Responsibility

The basic tasks of the vacant public service position, according to the job description:

Conducting internal audit activities by evaluating the efficiency and effectiveness of the internal managerial control system of the operational processes: maintaining records of taxpayers and insured persons,

keeping track of state social insurance contributions, as well as establishing, granting, and recording the payment of social benefits.

Systematic reporting on the progress of achieving internal audit mission objectives.

Organizing internal audit documents and creating/completing the permanent and current files of audit missions.

Monitoring the implementation of internal audit recommendations in accordance with the approved Action Plan.

Participating in the improvement of the regulatory framework in the field of internal public financial control.

Obligations

Conditions for participation in the contest:

a. hold citizenship of the Republic of Moldova;

b. possess the Romanian language and the official languages of interethnic communication spoken in the respective territory

to the extent established by law;

c. have full exercise capacity;

d. have not reached the age of 63;

e. be fit to perform the public function according to

the medical certificate issued by the competent medical institution, if special health requirements are

established for the respective position;

f. have the necessary education as provided for the respective public function;

g. has not been dismissed from a public function in the past 5 years in accordance with Art. 64 para. (1) lit. a) and b) or the individual employment contract has not been terminated for disciplinary reasons;

h. have no unexpunged criminal record for intentional offenses;

i. is not deprived of the right to hold certain positions or to carry out a certain activity, as

a main or additional punishment as a result of the definitive court judgment that imposed this interdiction;

j. is not prohibited from holding a public function or public dignity emanating from a finding act

of the National Integrity Authority.

Specific requirements for participation in the contest:

Education:

Higher education, Bachelor’s degree or equivalent, preferably in accounting and auditing, economics, finance,

management, public administration, law.

Professional experience preferably 1 year of professional experience in public service.

Knowledge:

Knowledge of the state language and official languages in circulation in the territory of the republic;

Knowledge of the normative framework in the field of state social insurance;

Knowledge of internal audit procedures in the public sector;

Knowledge of the concept of internal public financial control in the public sector;

Skills: computer usage, teamwork, preparing work documents, analysis and synthesis,

working with information, consulting, training, presentation, effective communication, conflict resolution,

complex problem solving in the field of competence.

Attitudes/Behaviors: Impartiality, avoidance of conflicts of interest, resistance to effort and stress,

respect for people, initiative, creativity, flexibility, discipline, responsibility, inclination towards

continuous professional development.

The copy of the work book, certificates concerning professional activity carried out after January 1, 2019 can be replaced with a self-declaration.
