Purpose of the vacant public office, according to the job description:

Contributing to the evaluation of the efficiency and effectiveness of the managerial internal control system through the realization

of internal audit activities on the processes within operational systems: recording of taxpayers and insured persons,

recordkeeping of state social insurance contributions, as well as the establishment, granting, and recording of social benefit payments

Responsibility

The basic tasks of the vacant public position, according to the job description:

Contributing to the process of strategic/annual planning of the internal audit activity, to ensuring

the quality of the audit activity and to reporting the evaluation results of these.

Contributing to the process of strategic/annual planning of the internal audit activity, to ensuring

the quality of the audit activity and to reporting the evaluation results of these.

Ensuring quality in the process of documenting the internal audit activities carried out.

Monitoring the implementation of internal audit recommendations in the operational systems processes.

Participating in improving the regulatory framework in the field of internal public financial control.

Obligations

Conditions for participation in the competition:

a. hold citizenship of the Republic of Moldova;

b. have proficiency in Romanian and the official languages of interethnic communication spoken in the respective territory within the limits set by law;

c. have full capacity to exercise rights;

d. have not reached the age of 63 years;

e. be fit for the exercise of public function, in terms of health, according to the medical certificate issued by the authorized medical institution if special health requirements are established for the respective function;

f. have the necessary education required for the respective public function;

g. in the last 5 years, have not been dismissed from a public function according to art. 64 para. (1) lit. a) and b) or have not had their individual employment contract terminated for disciplinary reasons;

h. have no unexpunged criminal record for intentional crimes;

i. not be deprived of the right to hold certain positions or practice certain activities, as a primary or complementary punishment, following a definitive court sentence that has imposed this prohibition;

j. not be subject to a prohibition of holding a public function or public dignity, which arises from a finding act of the National Integrity Authority.

Specific requirements for participation in the contest:

Education:

University degree, bachelor's or equivalent, preferably in the field of accounting and audit, economics, finance, management, public administration, law;

Holding a professional qualification certificate in the field of internal audit in the public sector.

Professional experience Minimum 2 years of professional experience in the field

Knowledge:

Knowledge of the normative framework in the field of state social insurance.

Knowledge of internal audit procedures in public institutions.

Knowledge of the concept of internal public financial control in the public sector.

Knowledge of the state language within the limits provided by the normative framework.

Skills: Teamwork, drafting of work documents, analysis and synthesis, information processing, consultation, training, presentation, effective communication, conflict resolution, computer use.

Attitudes/Behaviors: Impartiality, avoiding conflicts of interest, resistance to effort and stress, respect for people, initiative, creativity, flexibility, discipline, responsibility, tendency towards continuous professional development.

A copy of the work book, certificates regarding the professional activity carried out after January 1, 2019, can be replaced with an affidavit. In this case, the candidate is obliged to complete the competition file with the original document within a maximum of 10 days from the date he/she was declared the winner, under penalty of not issuing the administrative act of appointment.
