Purpose of the vacant public office, according to the job description:
Implementation of legislation regarding the guaranteeing of social rights for citizens by managing the accounts
of beneficiaries and ensuring related activities for organizing payments on time and in the amount
established for pensions, allowances, and other social benefits determined by International Agreements in the field of
social insurance that the Republic of Moldova is part of, for individuals detained in penitentiary institutions or in
places of arrest, and those in placement centers for the elderly and people with disabilities
(hereinafter - external pensions and to convicts).
Main tasks of the vacant public office, according to the job description:
Managing the accounts of beneficiaries and checking the registers concerning the payment
of pensions and other social benefits established for pension beneficiaries living abroad, in
placement centers, and detainees in penitentiary institutions;
Making deductions from pensions and other social benefits in payment based on executive documents;
Preparing letters to queries regarding retirement files and sending the files to corresponding
foreign institutions for beneficiaries residing abroad.
Conditions for participating in the contest:
a. holds the citizenship of the Republic of Moldova;
b. possesses the Romanian language and the official languages of interethnic communication spoken in the respective territory within
the limits established by law;
c. is fully legally capable;
d. has not reached the age of 63 years;
e. is physically fit for the public office, according to
the medical certificate issued by the competent medical institution, if the respective position has
special health requirements;
f. has the necessary education for the respective public office;
g. has not been dismissed from a public office in the past 5 years according to art. 64 para. (1) lit. a) and b) or has not had
their individual employment contract terminated for disciplinary reasons;
h. does not have unexpunged criminal convictions for intentional crimes;
i. is not deprived of the right to hold certain positions or to exercise a certain activity, as a main or complementary punishment, as a result of a definitive court judgment that has
imposed this prohibition;
j. does not have a ban on holding a public office or public dignity, which derives from a finding act of the National Integrity Authority.
Specific requirements for participation in the contest:
Education:
Higher education, bachelor's degree, or equivalent in the field of public administration, law, economics, finance;
Professional development courses: (specialization courses in the field of strategic planning,
program/project development, policy evaluation, public administration, organizational communication).
Professional experience:
Minimum 6 months of professional experience in the field.
Knowledge:
Knowledge of the state language and the official languages of circulation within the republic, including an international
communication language (level B1);
Knowledge of the legislation in the field;
Computer skills.
Abilities: Working with information, planning, analysis, computer use, consulting, training, presenting,
effective communication, teamwork, abilities to carry out tasks with accuracy and precision.
Attitudes/Behaviors: Respect for people, courtesy, initiative spirit, diplomacy, creativity,
flexibility, discipline, responsibility, resilience to effort and stress, tendency towards continuous professional
development.

of pensions, allowances, and other social benefits established under the International Agreements in the field
of social insurance to which the Republic of Moldova is a party, to persons detained in penitentiary institutions or in
detention centers and those in placement centers for the elderly and persons with disabilities
(henceforth - external pensions and to convicts).
The basic tasks of the vacant public position, according to the job description:
Carrying out the management of beneficiary accounts and verifying the registers regarding the payment
of pensions and other social benefits to pension beneficiaries, who reside abroad, in
placement centers, and detainees in penitentiary institutions;
Performing deductions from pensions and other social benefits based on executive documents;
Preparing correspondence in response to pension file inquiries and sending the files to the
corresponding foreign institutions of beneficiaries established abroad.

The work record book copy or certificates regarding the professional activity carried out after January 1,
2019, can be replaced with an affidavit. In this case, the candidate is obliged to complete
the competition dossier with the original document within a maximum of 10 days from the date they were declared the winner, under the sanction of not issuing the administrative act of appointment.

The criminal record can be replaced with an affidavit. In this case, the candidate is obliged to
complete the competition dossier with the original document within a maximum of 10 calendar days from
the date they were declared the winner, under the sanction of not issuing the administrative act of appointment.
