The purpose of the vacant public position, according to the job description:

Contributing to the evaluation of the effectiveness of the internal management control system through the execution of internal audit activities on the processes within the managerial and support systems: managing the funds of the state social insurance budget, public procurement, information technology, international relations, legal activities, documentary support, human resources management, informing and communication, performance and risk management, monitoring and evaluation.

Position Salary:

Starting from 11280 Lei (gross)

Main tasks of the vacant public position, according to the job description:

a. Conducting internal audit missions to assess the efficiency and effectiveness of the internal management control system of processes within the managerial and support systems: management of the state social insurance budget funds, public procurement and asset management, information technology, international relations, legal activities, institutional integrity, documentary support, human resources management, informing and communication, institutional management

b. Providing consultative support to solve issues addressed by the structural subdivisions:

c. Precisely and concisely documenting the carried out internal audit activities

d. Following up on the implementation of internal audit recommendations in the processes within the managerial and support systems

e. Participating in the improvement of the normative framework in the field of internal public financial control.

Participation conditions for the competition:

a. holds the citizenship of the Republic of Moldova;

b. possesses the Romanian language and the official languages of interethnic communication spoken in the respective territory within the limits established by law;

c. has full legal capacity;

d. has not reached the age of 63 years;

e. is medically fit to perform the public function, in accordance with the medical certificate issued by the authorized medical institution, if there are special health requirements set for the respective function;

f. has the necessary education required for the respective public position;

g. in the last 5 years, has not been dismissed from a public position according to art. 64 paragraph (1) letters a) and b) or had their individual labor contract terminated for disciplinary reasons;

h. does not have unexpunged criminal records for intentional crimes;

i. is not deprived of the right to hold certain positions or to carry out certain activities as a basic or complementary punishment, as a result of a definitive court sentence that has imposed this prohibition;

j. does not have the prohibition to hold a public function or public dignity derived from an act of finding by the National Integrity Authority.

Specific requirements for participation in the competition:

Education:

Higher education, Bachelor's degree or equivalent, preferably in the field of accounting and audit, economics, finance, management, public administration, law;

Holding an intermediate level certificate of knowledge assessment in the field of internal audit in the public sector.

Professional Experience: Minimum 1 year of professional experience in the field

Knowledge:

Understanding of the normative framework in the field of state social insurance.

Understanding of internal audit procedures in public institutions.

Understanding of the concept of internal public financial control in the public sector.

Understanding the state language within the limits provided by the normative framework.

Skills: Teamwork, drafting working documents, analysis and synthesis, working with information, consulting, instruction, presentation, effective communication, conflict resolution, computer use.

Attitudes/ Behaviors: Impartiality, avoiding conflicts of interest, resilience to effort and stress, respect for people, initiative, creativity, flexibility, discipline, responsibility, tendency towards continuous professional development.

Obligations

Studies:

f. have the necessary education as required for the respective public function;

g. in the last 5 years, has not been dismissed from a public position in accordance with art. 64 paragraph (1) letters a) and b) or has not

had an individual employment contract terminated for disciplinary reasons;

h. does not have unexpunged criminal records for crimes committed with intention;

a. is not deprived of the right to hold certain positions or to engage in certain activities as a

principal or additional penalty, as a result of a final judicial sentence that imposed this prohibition;

j. does not have a prohibition from holding a public office or public dignity, which arises from a finding act of

the National Integrity Authority.
