Vacant Public Position: C34 Senior Consultant

Purpose of the vacant public position, according to the job description:

Supervision and monitoring of the uniform application of legislation related to the establishment and

re-examination of pensions, state allowances, and compensations.

Competition bibliography:

1. Law no. 158/2008 on public service and the status of the public servant.

2. Law no. 133/2011 on the protection of personal data.

3. Law no. 156/1998 on the public pension system.

4. Law no. 499/1999 on state social allowances for certain categories of citizens.

5. Law no. 156/2019 on the granting of a benefit in the event of the death of a spouse.

6. Government Decision no. 412/2004 on the approval of regulatory acts concerning the establishment and payment

of pensions for public servants.

7. Government Decision no. 165/2017 for the approval of the Regulations on the calculation of pensions and

on confirming the contribution period for the establishment of pensions.

Responsibility

Basic duties of the vacant public function, as per the job description:

Checking the application of the legal provisions in the field by the Territorial Social Insurance Houses of the republic's center.

Preparing methodical letters for the examined and dispatched files to the Territorial Social Insurance Houses for re-examination and improvement in the field of activity.

Reviewing and drafting timely responses to inquiries and petitions from citizens and from central public authorities on issues related to the establishment and re-examination of pension and allowance rights.

Providing explanations and consultations to specialists of the Territorial Social Insurance Houses on issues within their area of expertise.

Participating in the process of developing functionalities of the information system "Social Protection".

Obligations

Conditions for participation in the contest:

a. hold citizenship of the Republic of Moldova;

b. possess the Romanian language and the official languages of interethnic communication spoken in the respective territory

within the limits set by law;

c. have full capacity to exercise rights;

d. has not reached the age of 63;

e. is fit, from the standpoint of health, to carry out public functions, according

to the medical certificate issued by the authorized medical institution, if for the respective position there are

special health requirements established;

f. has the necessary education required for the respective public function;

g. has not been dismissed from a public function in the last 5 years under Article 64 paragraph (1) letters a) and b) or has not

had the individual labor contract terminated for disciplinary reasons;

h. does not have unexpunged criminal records for crimes committed intentionally;

i. is not deprived of the right to hold certain positions or to practice a certain activity,

as a main or complementary punishment, as a result of the definitive court sentence that

has been imposed with this prohibition;

j. does not have a prohibition to hold a public function or public office, which derives from an

assessment act by the National Integrity Authority.

Specific requirements for participation in the contest:

Education:

- Higher, bachelor's or equivalent degree, preferably in the field of public administration, law, economics,

finance;

- Professional development courses (specialization courses in strategic planning, development

of programs/projects, policy evaluation, public administration, organizational communication).

Professional experience: 1 year of professional experience in the field

Knowledge: Knowledge of an international circulation language (level B1);

Skills: computer usage skills.

Attitudes/Behaviors: Responsibility, respect for people, initiative, objectivity,

creativity, tendency towards continuous professional development.

The copy of the work book, certificates regarding professional activity carried out after January 1st,

2019 can be replaced with the declaration on one's own responsibility. In this case, the candidate is obligated to complete

the contest file with the original document within a maximum of 10 days from the date

they were declared the winner, under the penalty of not issuing the administrative act of appointment.
