Job description

The Red Cross Society of the Republic of Moldova is a non-governmental, non-profit, apolitical organization, which has been active for more than 97 years and operates based on the Geneva Conventions of 1949. The basic activity aims to prevent and relieve suffering of the most vulnerable persons and offer an adapted and sustainable humanitarian support.

Responsibility

-In coordination with the MRCS management and with the support of the ICRC PFL team, develops and implements the MRCS PFL strategy and subsequent yearly plan of actions and ensures they are understood and endorsed by all the branches.
-Sets up and manages the MRCS PFL office, which includes:
-Cases and data management, including the archives;
PFL volunteer database update;
-Workflow and communication lines draft;
-Stationery and equipment’s use and maintenance;
-In coordination with the MRCS COM team and the ICRC PROT team manage the stock of dissemination material and ensures the regular provision to the relevant branches and other pre-identified stakeholders;
-Ensures the coordination of field activities with the branches through the PFL focal persons if any or with the branch coordinators and in close coordination with ICRC PROT team;
-Plans, leads and conducts monthly field trips to carry out assessments, disseminate on PFL response, refer cases to the ICRC PFL team or/and offer joint PFL services with the support of the concerned branch volunteers in coordination with the -ICRC PFL team and drafts detailed reports;
-Participates in networking and dialogue with relevant interlocutors while in the field, ensures interaction with other operations and external contacts;
-Contributes to the analysis of the security, socio-economic, cultural and political environment in which the MRCS and the ICRC are working, shared relevant information with team members and reports any changes in the situation that could be related to PFL;
-Organizes and facilitates PFL training for MRCS volunteers with the support of the ICRC PFL team, drafts report on training and jointly review and adapt the training material;
-Conducts internal sensitization sessions with MRCS staff and ensures PFL services are mainstreamed in the general operations;
-With respects to the financial guidelines agreed upon between the ICRC and the MRCS, oversees the financial settlement of the expenses related to the field activities, office expenses and training: budgets the activities, collects the supporting documents and submits the expense on a timely fashion;
-Treats information with confidentiality and accuracy, and maintains an adapted and respectful attitude towards beneficiaries, interlocutors, and colleagues;
-Attends regional PFL meeting, or event organized by the Family Link Network and contributes when needed.
When needed drafts and/or translates PFL related documents in Romanian or Russia and vice versa.

Obligations

-Holds an undergraduate diploma;
-Minimum of 2 years of professional experience that included team, information and/or project management;
-Experience in international projects will be an advantage;
-Good communication skills and official oral and written presentation;
-Advanced knowledge of the Romanian, Russian and English languages;
-Good planning, organization and implementation skills.
