Responsibility

Purpose of the vacant public position, according to the job description:

Contributing to the efficient administration and management of the state social insurance budget resources by

contributing to the development and promotion of the annual state social insurance budget law and

analyzing budget execution.

The main tasks of the vacant public position, according to the job description:

a. Participating in the development of the annual state social insurance budget law and in

forecasting the annual and medium-term budget indicators.

b. Maintaining analytical records of the execution of the state social insurance budget indicators and preparing

information about the execution of the state social insurance budget at the request of central public authorities

and international bodies.

c. Participating in the preparation of the annual report (narrative description) on budget execution, including

the report on programs/subprograms and performance, and in the drafting of periodic reports.

d. Conducting quantitative, qualitative, and comparative analysis of the state social insurance budget execution and carrying out economic syntheses.

e. Participating in the endorsement of draft normative acts received from the sectoral ministry and from other

subdivisions of the National Social Insurance House.

Obligations

Participation conditions for the competition:

a. holds the citizenship of the Republic of Moldova;

b. is proficient in the Romanian language and the official languages of interethnic communication spoken in the territory within

the limits established by law;

c. has full legal capacity;

d. has not reached the age of 63;

e. is medically fit to perform the public function, in accordance with

the medical certificate issued by the authorized medical institution, if for the respective position there are

specific health requirements;

f. has the necessary education required for the respective public function;

g. in the last 5 years has not been dismissed from a public position according to art. 64 paragraph (1) lit. a) and b) or has not had

their employment contract terminated for disciplinary reasons;

h. does not have unexpunged criminal record for intentional offenses;

i. is not deprived of the right to hold certain positions or to engage in a certain activity as

a main or additional punishment, as a result of the final court sentence that imposed this prohibition;

j. does not have a ban on holding a public function or public dignity, deriving from a finding act of

the National Integrity Authority.

Specific requirements for participation in the competition:

Education: Higher education, bachelor's degree or equivalent, specialty in economics, finance;

Professional development courses in the field of public finance, etc.

Professional experience: minimum 1 year of professional experience in the field.

Knowledge:

Knowledge of legislation in the field;

Knowledge of the state language;

Knowledge of an international language (level B1);

Advanced knowledge in 1–2 areas of expertise.

Skills: Working with information, planning, analysis, computer use, consulting, training, presenting,

effective communication, teamwork, ability to perform tasks accurately and precisely, data analysis

and synthesis of phenomena and processes, problem-solving of medium complexity in

the field of competence.

Attitudes/ Behaviors: Respect for people, kindness, initiative, diplomacy, creativity,

flexibility, discipline, responsibility, resilience to effort and stress, tendency towards continuous professional development.
