Responsibility

The purpose of the vacant public position, according to the job description

Monitoring, developing and implementing procedures in the field of record keeping of payers and social security contributions to the state social security budget.

The basic tasks of the vacant public position, according to the job description:

  • Monitoring the process of registration and record keeping of payers of contributions to the state social insurance budget, monitoring the process of calculating late payment surcharges.

  • Participation in the modification of instructions, methodological indications, as well as in the approval of draft internal normative acts affecting the field of activity of the department.

  • Providing informational and advisory assistance to Territorial Social Insurance Houses in the field of competence.

  • Monitoring the functionality of the components of the "Social Protection" information system in the field of competence of the department and presenting proposals for the development and adjustment of its functionalities.

  • Examination of petitions and addresses of payers of contributions to the state social insurance budget, including those related to guidance in the application of legal provisions.

    Conditions for participation in the competition

    1. holds the citizenship of the Republic of Moldova;

    2. possesses the Romanian language and the official languages of interethnic communication spoken in the respective territory within the limits established by law;

    3. has full capacity to exercise;

    4. has not reached the age of 63;

    5. is fit, in terms of health, to exercise public office, according to the medical certificate issued by the authorized medical institution, if special health requirements are established for the respective position;

    6. has the necessary studies required for the respective public function;

    7. in the last 5 years, he/she has not been dismissed from a public position according to art. 64 para. (1) letters a) and b) or his/her individual employment contract has not been terminated for disciplinary reasons;

    8. has no unexpired criminal record for crimes committed intentionally;

    9. is not deprived of the right to hold certain positions or to exercise a certain activity, as a basic or complementary punishment, as a result of the final court sentence ordering this prohibition;

    10. is not prohibited from holding a public office or public position, which derives from an act of finding by the National Integrity Authority.

Obligations

Specific requirements for participation in the competition

Studies : Higher education, bachelor's degree or equivalent, preferably in the field of public administration, law, finance;

Professional development courses: (specialization courses in the field of strategic planning, program/project development, policy evaluation, public administration, organizational communication).

Professional experience : 1 year of professional experience in the field.

Knowledge: Knowledge of the state language and official languages spoken on the territory of the republic, including an international language (level B1); Knowledge of the legislation in the field;

Computer skills.

Skills : Working with information, planning, analysis, computer use, consultation, training, presentation, communication efficiency, teamwork, abilities to perform tasks accurately and precisely.

Attitudes/Behavior : Respect for people, kindness, support for initiative, diplomacy, creativity, flexibility, discipline, responsibility, resistance to effort and stress, tendency towards continuous professional development.

  • Copy of the identity card Copies of the documents submitted may be authenticated by a notary or presented together with the original documents to verify their veracity. In the event that the competition file is submitted by post or e-mail, this provision applies on the date of the written test of the competition, under penalty of rejection of the competition file.

  • Copies of academic diplomas and, where applicable, certificates of completion of professional development and/or specialization courses

  • Documents attesting to professional experience or Affidavit Copy of work record, certificates regarding professional activity carried out after January 1, 2019 may be replaced with the affidavit. In this case, the candidate is obliged to complete the competition file with the original document within a maximum of 10 days from the date on which he was declared the winner, under penalty of not issuing the administrative act of appointment.

  • Criminal record or Affidavit The criminal record can be replaced by the affidavit. In this case, the candidate is obliged to complete the competition file with the original document within a maximum of 10 calendar days from the date on which he was declared the winner, under penalty of not issuing the administrative act of appointment.
