Contributing to the assessment of the effectiveness of the internal managerial control system by carrying out internal audit activities on the processes in the managerial and support systems: management of state social insurance budget funds, public procurement, information technologies, international relations, legal activity, documentary support, human resources management, information and communication, performance and risk management, monitoring and evaluation.

The basic tasks of the vacant public position, according to the job description:

• Carrying out internal audit missions to assess the efficiency and effectiveness of the internal managerial control system of processes in the managerial and support systems: management of state social insurance budget funds, public procurement and asset management, information technologies, international relations, legal activity, institutional integrity, documentary support, human resources management, information and communication, institutional management

• Providing advisory support in solving problems addressed by structural subdivisions:

• Accurately and concisely documenting internal audit activities performed

• Monitoring the implementation of internal audit recommendations in processes in management and support systems

• Participation in improving the regulatory framework in the field of public internal financial control.

Conditions for participation in the competition

1. holds the citizenship of the Republic of Moldova;

2. possesses the Romanian language and the official languages of interethnic communication spoken in the respective territory within the limits established by law;

3. has full capacity to exercise;

4. has not reached the age of 63;

5. is fit, in terms of health, to exercise public office, according to the medical certificate issued by the authorized medical institution, if special health requirements are established for the respective position;

6. has the necessary studies required for the respective public function;

7. in the last 5 years, he/she has not been dismissed from a public position according to art. 64 para. (1) letters a) and b) or his/her individual employment contract has not been terminated for disciplinary reasons;

8. has no unexpired criminal record for crimes committed intentionally;

9. is not deprived of the right to hold certain positions or to exercise a certain activity, as a basic or complementary punishment, as a result of the final court sentence ordering this prohibition;

10. is not prohibited from holding a public office or public position, which derives from an act of finding by the National Integrity Authority.

Specific requirements for participation in the competition

Studies :

• Higher, bachelor's or equivalent, in the fields of accounting and auditing, economics, finance, law, information technology;

• Possession of the knowledge assessment certificate in the field of internal audit in the public sector for the intermediate level.

Professional experience Minimum 1 year of professional experience in the field

Knowledge: Knowledge of the regulatory framework in the field of state social insurance; Knowledge of internal audit procedures in public institutions; Knowledge of the concept of internal public financial control in the public sector; Knowledge of the state language within the limits provided by the regulatory framework.

Skills : Teamwork, drafting working documents, analysis and synthesis, working with information, consultation, training, presentation, effective communication, conflict resolution, computer use.

Attitudes/Behavior : Impartiality, avoidance of conflicts of interest, resistance to effort and stress, respect for people, spirit of initiative, creativity, flexibility, discipline, responsibility, tendency towards continuous professional development.

• Copy of the identity card Copies of the documents submitted may be authenticated by a notary or presented together with the original documents to verify their veracity. In the event that the competition file is submitted by post or e-mail, this provision applies on the date of the written test of the competition, under penalty of rejection of the competition file.

• Copies of academic diplomas and, where applicable, certificates of completion of professional development and/or specialization courses

• Documents attesting to professional experience or Affidavit Copy of work record, certificates regarding professional activity carried out after January 1, 2019 may be replaced with the affidavit. In this case, the candidate is obliged to complete the competition file with the original document within a maximum of 10 days from the date on which he was declared the winner, under penalty of not issuing the administrative act of appointment.

• Criminal record or Affidavit The criminal record can be replaced by the affidavit. In this case, the candidate is obliged to complete the competition file with the original document within a maximum of 10 calendar days from the date on which he was declared the winner, under penalty of not issuing the administrative act of appointment.
