Vacant public function: Senior Specialist

Purpose of the vacant public function, according to the job description:

Ensuring the accounting records of materials and low-value, short-duration items intended

for the activities of the National House of Social Insurance.

The basic tasks of the vacant public function, according to the job description:

Documenting operations regarding the receipt of materials and low-value, short-duration items;

Ensuring the release and transmission of stocks of materials and low-value, short-duration items;

Ensuring the disposal of stocks of materials, low-value items, and short-duration items;

Ensuring the drawing up and presentation of reports;

Participating in the inventory of assets and stocks of merchandise and materials managed by

the National House of Social Insurance.

Conditions for participation in the competition:

a. holds the citizenship of the Republic of Moldova;

b. is proficient in the Romanian language and the official languages of interethnic communication spoken in

the respective area within the limits established by law;

c. has full capacity to exercise rights;

d. has not reached the age of 63 years;

e. is able, from a health standpoint, to perform the public function, according to

the medical certificate issued by the authorized medical institution, if special health requirements are

set for the respective function;

f. has the necessary education required for the respective public function;

g. in the last 5 years has not been dismissed from a public function according to Art. 64 (1) letters a) and b) or has not

had a work contract terminated for disciplinary reasons;

h. has no unexpunged criminal record for intentional crimes;

i. is not deprived of the right to hold certain positions or to exercise a certain activity, as

a primary or additional punishment, as a result of a final court sentence that imposed this prohibition;

j. does not have a prohibition to hold a public function or public dignity, which arises from an

act of ascertainment by the National Integrity Authority.

Responsibility

The purpose of the vacant public position, according to the job description:

Ensuring the accounting records for materials and low-value items with a short lifespan intended for

the activities of the National House of Social Insurance.

The basic tasks of the vacant public position, according to the job description:

Documenting operations regarding the receipt of materials and low-value items with a short lifespan;

Ensuring the release and dispatch of stocks of materials and low-value items with a short lifespan;

Ensuring the disposal of stocks of materials, and low-value items with a short lifespan;

Ensuring the preparation and presentation of reports;

Participating in the inventory of the assets and stocks of goods and materials managed by

the National House of Social Insurance.

Obligations

Specific requirements for participation in the competition:

Education: Higher, bachelor's degree or equivalent, in the financial, accounting field;

Professional experience: minimum 6 months of professional experience in the field.

Knowledge:

knowledge of the state language and an international language (level B1);

knowledge of the legislation in the field of state social insurance and public finance;

computer skills - 1C, Excel, Word, Internet, remote account servicing systems, etc.

Skills: Working with information, analysis and synthesis, consulting, training, presentation, effective communication,

teamwork, ability to perform tasks accurately and precisely, computer usage skills.

Attitudes/Behaviours: Respect for people, initiative, creativity, flexibility, discipline,

responsibility, a tendency toward continuous professional development.

The copy of the work book, certificates regarding the professional activity carried out after January 1, 2019, can be replaced with a declaration on one's own responsibility. In this case, the candidate must complete

the competition file with the original document within a maximum of 10 days from the date on which he or she was declared the winner, under penalty of not issuing the administrative act of appointment.
