Government Support
The +3000 program supports young people aged 18 to 35 who are entering the workforce for the first time in one of the seven strategic industries: electronics, automotive, textiles, agri-food, construction materials, and creative industries.
The "+3,000" Program is a government initiative that supports young specialists at the start of their careers in key economic sectors. Participants receive a non-taxable allowance of 3,000 MDL per month for 12 months, paid directly into their bank accounts. All applications are fully digital through the EVO app. On this page, you can find all the information about how the program works, who is eligible, and the steps needed to apply.

You must be between 18 and 35 years old, a citizen of Moldova, and have an electronic signature and a bank account.

If you haven't worked in strategic sectors in the last 12 months or this is your first job in the field, you are eligible.

You must have secondary vocational or higher education recognized or equivalent in Moldova.

To participate, you need an employment contract with a salary of at least 5,500 lei (starting June 3, 2025).

Get officially hired
Sign the employment contract with the new company or review your existing one in the EVO app.
Obtain your electronic signature
Receive your electronic signature via evosign or from your mobile operator.
Submit your application in the EVO app
Link your bank account in the EVO app so that the allowance can be transferred directly there.

To access the program, you need a digital signature. You can quickly obtain one from Orange or Moldcell. With this signature, you can log into the EVO app and check your eligibility.
The electronic signature allows you to sign documents digitally, giving them legal value and simplifying the traditional process.

EVO is a platform designed to simplify citizens' interaction with government services. With EVO, the entire application and assistance management process is quick and transparent, right from your mobile phone.
How to download and install EVO:

Submitting a request for assistance through the EVO app is straightforward. You become eligible after confirming your job, education, and bank account.

The system verifies your employment using employer-submitted forms (Form IRM19, Form IPC21)

Confirm Education
Diplomas are validated automatically. If unrecognized, you’ll be notified. For foreign diplomas, contact CTICE.

Step 4
Link your bank account
Select your MDL bank account and confirm the connection.

Only companies from the 7 strategic industries can participate: electronics, automotive, textiles, agri-food, construction materials, and creative industries.

The verification results based on the IDNO are preliminary. The exact status of the company’s participation in the program is confirmed only by the Public Services Agency.
