Responsibilities
The basic tasks of the vacant public service position, according to the job description:
a. Execution of information security activities and the technological infrastructure of the National House of Social Insurance;
b. Development, endorsement of draft documents and normative acts concerning information and cybersecurity;
c. Monitoring the implementation of information protection plans for the informational resources held by the National House of Social Insurance;
d. Interaction with public authorities on matters of informational security and providing support for the development of application systems and electronic services;
e. Ensuring the examination of petitions and addresses received by the National House of Social Insurance on topics within the competence of the department with the preparation of responses.
Requirements
Conditions for participation in the competition:
a. be a citizen of the Republic of Moldova;
b. speak Romanian and the official languages of interethnic communication spoken in the respective territory
within the limits established by law;
c. have full legal capacity;
d. not have reached the age of 63;
e. be fit from a health standpoint to perform public functions, as per
the medical certificate issued by an authorized medical institution, if special health
requirements are established for the respective position;
f. have the necessary education required for the respective public position;
g. in the last 5 years, has not been dismissed from a public function according to Art. 64 para. (1) lit a) and b) or their employment contract was not terminated for disciplinary reasons;
h. have no unexpunged criminal record for intentional offenses;
i. not be deprived of the right to occupy certain positions or to engage in a certain activity as a main or
additional punishment, following a final court sentence that imposed this prohibition;
j. not have a prohibition to hold a public function or public dignity derived from a finding act
of the National Integrity Authority.
Specific requirements for participation in the competition:
Education: Higher education, Bachelor’s or equivalent, information technology, informational security,
cybersecurity and economic informatics
Professional experience: at least 1.5 years of professional experience in the field.
Knowledge:
- Proficiency in the state language and one international language (B1 level);
- Knowledge of legislation in the field;
- Informational Technologies: Windows Operating Systems, MS Office, governmental platforms, etc.
Skills: Working with information, planning, analysis, computer use, consultation, training, presentation,
effective communication, teamwork, the ability to perform tasks accurately and precisely.
Attitudes/Behaviors: Respect for people, friendliness, initiative, diplomacy, creativity,
flexibility, discipline, responsibility, resilience to effort and stress, inclination for continuous
professional development.

If the application for participation is submitted via the platform cariere.gov.md, then the Application Form will be
generated and automatically completed based on the data in the electronic request.
A copy of the identity card
Copies of the documents presented can be authenticated by a notary or presented together with the original documents to verify their authenticity. If the competition file is submitted by mail or email, this provision applies on the date of the written exam, under penalty of rejection of the
competition file.
Copies of diplomas and, if applicable, certificates of completion of professional
development and/or specialization courses
Documents that attest professional experience or Declaration on one's own responsibility
A copy of the work book, certificates regarding professional activity carried out after January
1, 2019, can be replaced with a declaration on one's own responsibility. In this case, the candidate is obligated to complete
the competition file with the original document within a maximum of 10 days from the date when they were declared
the winner, under penalty of not issuing the administrative act of appointment.
Police clearance certificate or Declaration on one's own responsibility
The police clearance certificate can be replaced with a declaration on one's own responsibility. In this case, the candidate is obligated to
complete the competition file with the original document within a maximum of 10 calendar days from
the date when they were declared the winner, under penalty of not issuing the administrative act of appointment.
Other necessary documents:
a. medical certificate (can be replaced with a declaration on one's own responsibility).
b. consent to the processing of personal data.
