The purpose of the vacant public function, according to the job description:
Contributes to the administration and management of the state social insurance budget resources by carrying out
the process of estimation, analysis, planning, as well as adherence to the administrative expenses of the
public social insurance system in the context of developing the state social insurance budget and performs
monitoring and summarizing of statistical data regarding the contingent of beneficiaries of social benefits established
by CNAS with the purpose of analyzing and reporting the budget execution.
Eligibility conditions for the competition:
a. holds the citizenship of the Republic of Moldova;
b. has command of the Romanian language and the official languages of interethnic communication spoken in the territory within the limits established by law;
c. has full capacity to exercise;
d. has not reached the age of 63 years;
e. is fit, in terms of health status, to carry out the public function, according to
the medical certificate issued by the authorized medical institution, if special health requirements are set for the respective function;
f. has the necessary education required for the respective public function;
g. in the last 5 years, has not been dismissed from a public position according to art. 64 alin. (1) lit. a) and b) or the individual work contract has not been terminated for disciplinary reasons;
h. does not have unexpunged criminal convictions for intentionally committed crimes;
i. is not deprived of the right to occupy certain positions or to carry out a certain activity, as a primary or complementary punishment, as a result of the final court sentence which ordered this prohibition;
j. does not have a prohibition on holding a public position or public dignity, which arises from an act of finding by the National Integrity Authority.

Copy of the work record book, certificates regarding the professional activity carried out after January 1, 2019 can be replaced with a self-declaration. In this case, the candidate must complete the competition file with the original document within a maximum of 10 days from the date when they were declared the winner, under penalty of not issuing the administrative act of appointment.

The criminal record can be replaced with a self-declaration. In this case, the candidate must complete the competition file with the original document within a maximum of 10 calendar days from the date when they were declared the winner, under penalty of not issuing the administrative act of appointment.

The basic tasks of the vacant public office position, according to the job description:
a. Analysis of the proposals from the subdivisions of the National House of Social Insurance for forecasting
the administrative expenses of the public social insurance system for medium-term and annual terms.
b. Performing calculations, developing the necessary information for forecasting the administrative expenses
of the public social insurance system for medium-term and annual terms, in accordance with the requirements
of the normative acts.
c. Analysis of the execution of the administrative expenses of the public social insurance system, approved in
the Expense Estimates and collaboration with the subdivisions of the National House of Social Insurance
from the perspective of the need for specification/ modification / adjustment of the approved indicators.
d. Monitoring the process of summarizing and synthesizing statistical data on the contingent of social benefit
recipients, analyzing them, as well as developing and presenting the Report
on the fulfillment of the contingents plan.
Specific Requirements for Participation in the Contest:
Education: Higher Education, Bachelor's Degree or equivalent, with a specialization in Economics, Finance;
Professional training courses in the field of public finance, etc.
Professional Experience: Minimum 1 year of professional experience in the field.
Knowledge:
Familiarity with the legislation in the field;
Knowledge of the state language;
Applies theoretical and practical knowledge in the field of specialization, as well as procedures, methods, and
appropriate professional techniques.
Skills: Skills in working with information, planning, organizing, computer skills, decision-making,
analysis and synthesis, drafting documents, argumentation, presentation, training, motivation,
self-mobilization and team mobilization, ability to solve problems of medium complexity in the field of
competence, conflict resolution, effective communication, control, evaluation.
Attitudes/Behaviors: Respect for people, kindness, initiative, diplomacy, creativity,
flexibility, discipline, responsibility, endurance to effort and stress, tendency towards
continuous professional development.
Conditions for Participation in the Contest:
a. must be a citizen of the Republic of Moldova;
b. must possess Romanian language skills and the official interethnic communication languages spoken in
the respective territory within the limits established by law;
c. must be fully capable of exercising legal rights;
d. must not have reached the age of 63;
e. must be fit, from a health standpoint, to perform public functions, according
to the medical certificate issued by the authorized medical institution, if the respective position has
special health requirements;
f. must have the necessary education provided for the respective public function;
g. in the past 5 years, has not been dismissed from a public function according to Art. 64 par. (1) lit. a) and b) or
has not had the individual labor contract terminated for disciplinary reasons;
h. must not have unexpunged criminal records for intentional offences;
i. must not be deprived of the right to hold certain functions or conduct certain activities as a
main or complementary punishment, as a result of a final court sentence that has imposed this
prohibition;
j. must not have a prohibition to hold public office or public dignity, which arises from a
finding act of the National Integrity Authority.
Base salary: From 8780 Lei (gross)
